You can SMS anyone who gave you their number. You can only WhatsApp people on terms Meta allows. WhatsApp Business requires approved message templates for anything outside a 24-hour reply window, and opening a conversation with someone who never messaged you first is heavily restricted. SMS has no such gatekeeper — the constraint is Malaysian law and the operators, not a platform's policy.
That single fact decides most real cases. If you already have an active conversation, WhatsApp is better. If you are reaching out cold to a list, SMS is usually the only channel that will actually let you.

They use SMS as the opener and WhatsApp as the conversation. An SMS goes out to the list with a short message and a link or a number to WhatsApp. People who are interested move themselves to WhatsApp, where the richer conversation happens at no per-message cost once the window is open.
This works because it plays to each channel's strength: SMS can reach cold, WhatsApp can converse. Trying to make SMS do conversation, or WhatsApp do cold outreach, is where money gets wasted.
Consent is not optional. Under the Personal Data Protection Act 2010 you need a lawful basis for using someone's number, and both channels punish you for ignoring it — SMS through operator filtering and complaints, WhatsApp through outright account bans.
